Besides the small and substantially decreased % of plural IPRs or PGRs against the same patents, it should also be noted that the number of PGRs is insignificant, especially in comparison to IPRs. [For good reasons, including their much broader litigation estoppel protection for patent owners, and their short filing time limitation ending before most such brand new patents are even asserted.]
