When the timing of the various reports were first made public pursuant to the passage of the AIA, this was one report in particular that is was skeptical would be released on time.

One problem that I see with this is the amount (and level of impact) of court cases that impinge on this subject.

I think anything that the Office publishes runs the risk of being counter to law in the short term.
